It took a three-year investigation conducted by the FBI and Dumfries and Galloway Constabulary to issue arrest warrants for two Libyan nationals. Several years later, Libyan leader Muammar Gaddafi released the two men, who were being tried in the Netherlands.

In 2001, Libyan intelligence officer Abdelbaset al-Megrahi was sentenced to life in prison after being found guilty of 270 charges of murder in connection with the bombings.

It took several years, but in 2020, US officials convicted Abu Agila Mohammed Massoud Kheir al-Marimi, a Libyan citizen living in Algeria, for his role in the bombing and was detained in December 2022.
